GPIO problem at startup

Hello,
I have a simple program where on one GPIO pin I turn on/off led (17) and on second pin (23) a register a button.
This work normally, but when I restart RPI and start the program, LED won't turn on. Button is registered normally.
After I close the program and reopen it everything is working normally.

I try on startup open and close gpio and again open but no success.
I have SPI turn on at boot. I also wait 30sec. before first run of the program.

Does anybody have any suggestion?

sound's like some how you are braking spi's rules which is not support hotplugin
