Please help! Pixie Art in Lazarus

Hey guys,
I wanted to make something like pixie art in Lazarus. So where you get a picture that you have to color according to the numbers in a box.
Does somebody know how I can divide pictures into little boxes? Or else how I should star with this project?
I would be super thankful for any help, since we get a grade for this in school...

Maybe sobel to reduce the picture to a drawing ?
